Anyone Help Me with an Lcd Hdmi Problem?

Okay so a while ago i bought a hdmi cable for my xbox so i could connect to my 32" Technosonic LCD TV.. I connected it all up but when it connects to the xbox it shows that it has signal because it blinks then turns the screen blue, whereas if there is nothing plugged in it says "no signal". I tried the xbox and cable on my tv downstairs and it works fine.

I also just today tried to connect my new laptop up to my tv via hdmi port and the same thing happens.. It is recognised because my laptop comes up with options to show through projection mode etc so it's obviously recognised but again the blue screen on the tv.. I'm just wondering if the tv is faulty as hdmi doesn't seem to be working on any device or whether it's just because it's a cheap model of tv?
