This is a common problem with Toshiba Plasma TV's!
It usually centers around the XSUS or YSUS boards. However…without proper testing, it's impossible to tell for sure and if anything else is damaged! I've heard stories of people paying up to $650 to get this problem fixed!
I recommend you call up Toshiba for help. If they can't help, it's time for a new TV i'm afraid! Next time go with a Panasonic Plasma TV. Much more reliable and better performing!

I would check to make sure the RCA plugs are in the back. The next thing I would try is the settings menu on the TV, it may be a source problem and nothing wrong with the TV.
You can buy a new 42" LCD 1080p for about $600.
I'm sure repairs if even possible will cost the lion's share of this amount.
Therefore, buy a new one.
